One Year After Reforms, Rev360 Drives Voluntary Compliance

One year after Nigeria embarked on one of its most ambitious tax reform programmes, the Nigeria Revenue Service (NRS) has taken another major step in its drive to deepen voluntary tax compliance after the unveiling of Rev360, a next generation digital tax administration platform designed to simplify tax processes and improve service delivery.

The launch of the platform underscores a broader shift in the country’s revenue administration strategy, where technology is increasingly being deployed not only to improve tax collection but also to make compliance easier, faster and more transparent for taxpayers.

For years, Nigeria’s tax administration faced criticism over cumbersome procedures, multiple interfaces and manual processes that discouraged compliance, particularly among small businesses and individuals. The reforms introduced over the past year sought to change that narrative by simplifying tax procedures, reducing multiple taxation and expanding the use of digital technology.

Now, with Rev360, the NRS believes it is entering a new phase of tax administration, one driven by automation, taxpayer convenience and data intelligence.

Speaking during the official unveiling of the platform, executive chairman of the Nigeria Revenue Service, Dr Zacch Adedeji, described Rev360 as a transformational solution that supports the Service’s transition to Tax Administration 3.0.

According to him, the platform is designed to improve service delivery, strengthen compliance management, enhance transparency and simplify interactions between taxpayers and the Service.

He noted that Rev360 represents a significant milestone in building a more modern, efficient and responsive tax administration system capable of meeting global standards while addressing the evolving needs of taxpayers and businesses.

Adedeji said the transformation of the agency itself reflects the changing nature of public revenue administration. “We have evolved from an accounting agency to a technology agency,” he stated, signalling the growing importance of digital innovation in achieving sustainable revenue growth.

With this the NRS is seeking to encourage voluntary compliance rather than relying primarily on enforcement. Unlike traditional tax administration systems that often required taxpayers to visit tax offices or navigate multiple platforms, Rev360 integrates taxpayer registration, filing, payment processing, compliance management and support services into a single digital ecosystem.

The Executive Director, Medium and Emerging Taxpayers Group, Mrs. Bolaji Akintola, explained that the platform represents the first phase of a broader transformation programme aimed at improving the taxpayer experience.

According to her, Rev360 has been designed to simplify taxpayer onboarding while providing greater visibility, convenience and confidence in fulfilling tax obligations. She noted that beyond processing tax returns and payments, the platform is expected to improve compliance management and provide stronger support services for taxpayers across different categories.

The emphasis on convenience reflects the NRS’ growing belief that making tax payment easier is one of the most effective ways of increasing compliance. According to Executive Director, Technology at the NRS, Iniabasi Akpan, about 600,000 taxpayers have already been onboarded onto the platform.

He explained that the technology significantly reduces the complexity associated with paying taxes. “It is much faster, much more convenient, and will ultimately drive voluntary compliance,” Akpan said.

Noting that easier access naturally encourages compliance, he said “if people can pay easily, they can pay faster, conveniently from the comfort of their offices and their home, I think naturally it will make people do it much more easily.

The government’s broader economic managers also see digital tax administration as an important component of Nigeria’s fiscal reform agenda.

Representing the minister of Finance and Coordinating Minister of the Economy, Taiwo Oyedele, at the launch, the permanent secretary in the Federal Ministry of Finance, Mohammed Danjuma, commended the Nigeria Revenue Service for embracing innovation and institutional transformation.

According to him, digital platforms such as Rev360 are essential to strengthening revenue administration while improving the ease of doing business and enhancing investor confidence. He noted that technology enabled tax administration systems have become the backbone of modern economies because they create transparent, predictable and business friendly environments capable of supporting sustainable growth and national development.

The launch comes against the backdrop of the first anniversary of Nigeria’s comprehensive tax reform initiatives, during which the NRS reaffirmed that voluntary compliance remains central to its strategy.

In a statement marking the anniversary, the Service said taxpayer education remains one of the critical pillars for sustaining the gains already recorded. According to the NRS, the reforms introduced over the past year have simplified tax procedures, reduced multiple taxation and strengthened digital platforms, resulting in improvements in taxpayer registration and filing rates.

“Voluntary compliance remains at the heart of our strategy. One year on, we have seen encouraging improvements in taxpayer registration and filing rates, but sustained public enlightenment is essential to deepen these gains,” the Service stated.

The Service also maintained that the reforms have streamlined tax processes, reduced compliance costs and expanded the tax net without increasing the burden on honest taxpayers. Officials believe digital platforms have also reduced human contact during tax transactions, thereby limiting opportunities for corruption while improving transparency.

Despite the progress, the NRS acknowledged that significant work still lies ahead, particularly in bringing more operators within the informal sector and small businesses into the tax system.

To bridge that gap, the Service said it has intensified taxpayer sensitisation campaigns, workshops and media engagements aimed at educating citizens on their tax obligations and demonstrating the connection between tax revenue and national development.

The digital transformation agenda was further demonstrated during a panel session themed “Designed by Us, Used by All,” where operational users, support teams and administrators shared experiences from implementing the platform.

Discussions centred on platform adoption, stakeholder engagement, operational readiness, taxpayer support and lessons learned during implementation.

To ensure smooth deployment, the Service also showcased an integrated support framework comprising the Rev360 Command Centre, Customer Service Group, Operations Teams, Information Technology Service Management teams and Corporate Communications personnel.

The framework is expected to provide timely support, resolve operational issues, manage escalations and sustain engagement with taxpayers as adoption increases.

For the NRS, the unveiling of Rev360 represents more than the introduction of another digital platform. It reflects a strategic effort to build trust, improve taxpayer experience and encourage voluntary compliance through technology rather than compulsion.

With Rev360 now operational and hundreds of thousands of taxpayers already onboarded, the NRS believes it has laid another important foundation for a tax administration system that is efficient, transparent, data driven and responsive to the needs of both taxpayers and the wider Nigerian economy.
