Ogun State has been ranked the second-best performing state in Nigeria in the 2025 State Performance Index (SPI), released by Phillips Consulting, a development that highlights the impact of Governor Dapo Abiodun’s ISEYA development agenda on residents’ welfare.
The report placed Ogun second nationwide, behind only Lagos State, in a broad evaluation covering governance quality, economic strength, infrastructure delivery, and citizens’ wellbeing. Kaduna State, Adamawa State, and Niger State completed the top five positions.
The annual SPI ranks all 36 states and the Federal Capital Territory based on a blended methodology comprising 70 per cent objective performance data and 30 per cent citizen perception surveys.
Its objective indicators assess fiscal management, infrastructure development, education, healthcare delivery, and economic performance, while the perception component captures residents’ views on governance and public service delivery across states.
According to the report, Ogun State stood out in several development areas, particularly its expanding industrial base, ongoing infrastructure upgrades, improved economic competitiveness, and strategic advantage as a manufacturing hub adjacent to Lagos.
It added that the state has continued to attract significant investments in logistics, agro-processing, housing, and industrial parks—factors that have strengthened its economic outlook and improved its ranking.
Phillips Consulting said the State Performance Index is designed as a governance scorecard to help policymakers, investors, development partners, and citizens assess how effectively state governments are delivering development outcomes.
The firm further noted that the 2025 edition places stronger emphasis on evidence-based governance, combining audited public data with citizen feedback to provide a balanced view of performance and public perception.
Overall, the ranking reinforces Ogun State’s growing profile as one of Nigeria’s leading destinations for investment, industrial expansion, and sustainable development, driven by efforts to improve infrastructure, expand economic opportunities, and enhance living standards.
