His Excellency, Dr. Agbu Kefas, Executive Governor of Taraba State, is a distinguished public servant, administrator, politician and development-focused leader whose career has been shaped by discipline, resilience, courage and an enduring commitment to the welfare and advancement of his people.
Born on October 7, 1970, and hailing from Wukari, Taraba State, Dr. Kefas was nurtured in the enduring values of responsibility, service, discipline and leadership. His formative years in the Nigerian Army provided him with invaluable exposure to strategic leadership, planning, administration, institutional management and teamwork. The rigour and experience of military service would subsequently become defining influences on his approach to public administration and governance.
After his military service, Dr Kefas moved into public affairs and politics, steadily establishing himself as a prominent figure in Taraba State. His political journey reached a defining moment in 2023, when he emerged as the Peoples Democratic Party’s candidate and won the governorship election, becoming the fourth democratically elected Governor of Taraba State.
Since assuming office in May 2023, Governor Kefas has pursued a broad-based development agenda anchored in human capital development, social inclusion, infrastructure renewal, economic opportunity, institutional reform and improved access to essential public services. At the heart of this philosophy is a clear conviction that governance must ultimately translate into improved opportunities and a better quality of life for ordinary citizens.
Education has emerged as one of the defining priorities of his administration. Governor Kefas introduced free education at the primary and secondary levels while reducing fees at tertiary institutions by 50 per cent. These measures have eased the burden on families and expanded access to education for thousands of children and young people.
His determination to ensure that poverty does not become a barrier to learning is further reflected in the approval of more than N1.6 billion for NECO fees for 44,133 candidates and an estimated N1.39 billion for WAEC fees for 39,536 students. The administration has also promoted digital learning and teacher development through partnerships that target 10,000 pupils and train more than 500 teachers. Support for Taraba State University, Jalingo—including an immediate N200 million intervention and subsequent monthly assistance—further underscores his belief that education remains the surest foundation for sustainable development.
Infrastructure renewal is another major pillar of the Kefas administration. Strategic road projects, including the Mararaba-Baissa, Takum-Lissam and Ibi-Nwonyo roads, are intended to strengthen connectivity, facilitate the movement of people and goods, link communities and unlock opportunities for commerce, agriculture and investment. For a state endowed with vast agricultural and economic potential, such investments are critical to integration, productivity and inclusive growth.
Agriculture has also received renewed attention. Working with development partners and relevant institutions, the administration has advanced modern agriculture and livestock development. The establishment of Taraba Seed Production Limited, participation in the Livestock Productivity and Resilience Support Project, and the statewide mass artificial insemination programme reflect a deliberate strategy to improve productivity, strengthen food security, and enhance the livelihoods of farmers and livestock producers.
Governor Kefas has also demonstrated a strong commitment to youth development, recognising that Taraba’s future will be shaped largely by the energy, creativity and productivity of its young population. His administration has empowered more than 200 young people with N500,000 each, while the Youth Development Roadmap 2026–2031 provides a broader framework for skills acquisition, entrepreneurship, employment and meaningful participation in the state’s development.
In healthcare and social welfare, the administration has placed greater emphasis on maternal and child health, disease prevention, accountability, and institutional responsibility. The reactivation of the State Health Accountability Committee represents an important step towards improving oversight and ensuring that healthcare interventions produce measurable benefits for citizens.
The government has also addressed humanitarian challenges by strengthening flood preparedness, early-warning systems, emergency response, and support for communities affected by disasters through the Taraba State Emergency Management Agency. These measures have enhanced the state’s capacity to protect vulnerable populations and respond more effectively to emergencies.
Institutional modernisation is another key dimension of Governor Kefas’s agenda. The implementation of the Taraba Geographic Information Service framework is expected to strengthen land administration, development planning, resource management and revenue generation. His administration has also adopted a forward-looking approach to environmental sustainability through the Taraba State Climate Change Policy and Action Plan 2026, which addresses critical concerns such as forest protection, agroforestry, water management, renewable energy, waste management and climate-resilient infrastructure.
Peace and security remain central to his vision for development. Drawing on his military background and experience with security agencies and other stakeholders, Governor Kefas has supported measures to protect lives and property and to improve security in vulnerable communities. His administration recognises that investment, agriculture, commerce and sustainable development can only flourish where peace and stability prevail.
Perhaps most distinctive is his commitment to inclusive governance. His administration has sought to involve young people, women, persons with disabilities, traditional institutions, religious bodies, professional groups and development partners in the development process. His support for establishing a Taraba State Disability Commission further reflects a determination to ensure that no segment of society is excluded from the opportunities created by government.
