FG to Replenish DTCA With $25m Technical Cooperation Fund

The Federal Government has pledged to replenish the Directorate of Technical Cooperation in Africa (DTCA) with a $25 million Technical Cooperation Fund to sustain Nigeria’s technical assistance programmes across Africa and the wider developing world.

Indications of this development emerged when the Minister of State for Foreign Affairs, Ambassador Sola Enikanolaiye, on Thursday, 30 July 2026, received the Director-General of the DTCA, Col. Garba Moyi Isa (Rtd), at the Ministry of Foreign Affairs Headquarters, Abuja.

A statement issued yesterday by the Ministry’s spokesman, Kimiebi Ebienfa, said the meeting was part of the ongoing briefing sessions by heads of government agencies under the supervision of the Ministry of Foreign Affairs.

During the meeting, the Director-General expressed optimism about working closely with the Minister during his tenure. He also briefed the Minister on the Directorate’s mandate and activities, highlighting its role in advancing Nigeria’s foreign policy objectives through technical cooperation founded on mutual respect, partnership, and a shared commitment to development.

Discussions centred on key operational and strategic issues affecting the Directorate, including the implementation of its Establishment Act, the urgent replenishment of the Nigerian Technical Cooperation Fund, office accommodation, budgetary constraints, inadequate operational vehicles, and critical infrastructure needs. The Director-General noted that the original US$25 million Nigerian Technical Cooperation Fund has been fully utilised, underscoring the urgent need to replenish it to sustain Nigeria’s technical assistance programmes across Africa and the wider developing world.

In his response, the Honourable Minister of State assured the Director-General that the concerns raised would be brought to the attention of the relevant government authorities for appropriate action. He pledged to support efforts to replenish the Nigerian Technical Cooperation Fund, advocate for improved budgetary allocations and timely releases, facilitate the provision of suitable office accommodation, enhance the Directorate’s visibility within Nigeria’s foreign policy architecture, and strengthen partnerships with regional and international development institutions. He reaffirmed the Federal Government’s commitment to advancing Nigeria’s strategic interests through technical cooperation and development diplomacy.

The Director-General expressed appreciation for the Minister’s assurances and reaffirmed the Directorate’s commitment to promoting Nigeria’s leadership role in Africa through impactful technical cooperation programmes. He expressed confidence that with sustained government support and strategic guidance, the Directorate would further expand its reach and contribute meaningfully to achieving the Federal Government’s foreign policy objectives.
