PVC Collection: Low Turnout Hits Jos, Bayelsa, Others Ahead Of 2027 Elections

The collection of Permanent Voter Cards (PVCs) recorded low turnout in some wards in Jos, Plateau State, Bayelsa, Niger and Ondo states on Monday as the Independent National Electoral Commission (INEC) continued the exercise at Registration Area (RA) levels.

The exercise is being conducted alongside the display of the National Register of Voters to enable registered voters to scrutinise their details ahead of future elections.

In Plateau State, INEC officials at the Registration Area Centre in Giring, Jos South Local Government Area, were seen waiting for registered voters to turn up for their PVCs.

Similarly, low turnout was recorded at Akure South Ward 4 in Ondo State, where an INEC official was on ground to distribute the cards, but no voters were seen at the collection point.

In Bayelsa State, however, a resident of Yenagoa was seen collecting his PVC at the INEC office in Yenagoa Local Government Area, located in Onopa.

Niger State recorded low participation in the state though INEC officials were ground while very few residents were seen at PVCs collection center.

The ongoing collection follows INEC’s announcement that PVCs are ready for collection by eligible registered voters, including those who completed registration-related transactions in 2025.

The Commission had announced: “Registered in 2025? Your PVC is now ready for collection. The cards are available for fresh registrants, transfers, replacements, and those who carried out information updates or reviews in 2025. Voters from previous registration exercises can also collect theirs.

“If you registered, requested a transfer, or applied for a replacement of a lost or damaged PVC during the first phase, your PVC will be available for collection,” the Commission said.

It added that “Uncollected PVCs from previous voter registration exercises will also be available.”

According to INEC’s schedule, collection at the Registration Area level runs from Friday, October 9, to Thursday, October 15, 2026. Collection will subsequently move to the Local Government Area offices from Friday, October 16.

The Commission said the exercise would be conducted between 9am and 3pm.

On the display of the National Register of Voters, INEC said: “From Friday, 9th to Thursday, 15th October 2026, the Independent National Electoral Commission INEC will display the National Register of Voters for public scrutiny at all Registration Areas nationwide.”
